I have the honour to transmit a copy of a

letter from His Majesty's Consul at Honolulu regarding the efforts made by him to induce the China Mail Stemship Company to appoint as their agents in Honolulu some other firm than Hackfeld & Co. I also enclose a copy of a Memorandum by His Majesty's Consul-General at San Francisco on the China Mail Steamship Company.

Having regard to the proposals made in the letter from the Foreign Office No. 172478/X of September 11th., 1916, enclosed in Mr. Boner Law's Confidential Despatch of September ♫ 21st. with regard to the vessels of the Pacific Mail Steamship

Company, His Majesty's Government may be prepared to approach the Government of the United States of America to bring pressure to bear on the China Mail Steamship Company or I might be instructed to threaten to deny their vessels access to Hongkong so long as Hackfeld and Company remain their agents in Honolulu.
